Split middleeuropean and Adriatic city of Music


Historically and geographically, the most valluable part of eastern Adriatic coast can be and the second largest city in Croatia with a population of 200,000 and about 1700 years of its existance, and therefore is rich with numerous archaeological, historical and cultural monuments, from which the most significant is the residence of the famous Roman emperor Diocletian, called Diocletian's palace (UNESCO).

As a mediterranean city, Split also possesses the unusual attractions and warmth and as a result many visitors gladly return to visit it again. Like some poets say, it is because of the unusual mixture of sea, wine, music and sun. In that environment, music is the constituent part of the everyday life and therefore there is no doubt why so many extraordinary musicians, singers and composers of the worldwide music scene come from Split and Dalmatia itself.

PROPOSITIONS

1.Festival vision
The aim of the Festival is the popularization of wind brass music and also to develop mutual cooperation between the orchestras and raise the quality of amateur work in the Central Europe as a whole. The orchestras from other parts of Europe and the world are, on these same grounds, encouraged to participate. The festival is of competitive nature and the orchestras will compete in four different categories (A, B, C and D) which differ in the level of difficulty.

2. Right to participate on the Festival

The conditions of the contest are mandatory and apply to all orchestras participating at the festival. The festival will allow not more than 25 participating orchestras. The orchestras are not allowed to exchange or substitute their members for the duration of the festival. The organizer allows the presence of professional musicians in each orchestra, but only if they are indeed full members of the orchestra. The orchestra can include not more than three supplementary performers – amateurs for the participation on the festival, but only if they are needed for the performance of the compositions. Apart from the Application form, each orchestra has to enclose the list of all of its members (amateurs, professionals and supplementary performers). The organizer reserves the right to examine and verify the given data at all times.

3. Implementation

The Festival consists of two parts: 1.the contest 2.the voluntary part


3. 1. The contest procedure

In the contest part of the festival the participating orchestras will be able to perform in four different categories. The orchestras will choose between the more difficult categories A) the highest level, B) the high level and C) the middle level and the easy category D) the low level. They will perform at least three compositions in each of the four categories.

3. 1. a)
Those orchestras that choose to be in more difficult categories, can choose between  the highest level, the high level and the middle level. In those three categories they will have to perform three different compositions.

The order of performance of the obligatory composition and the composition of choice is not set, but has to be duly announced to the jury prior to their performance. The introductory composition will not be graded. This composition has to be either a choral or a march of a high artistic value.
The choice of the obligatory composition will determine the category to which the orchestra will be assigned to. The composition of choice has to be of the same or of the similar level as the obligatory composition. Instrumental or vocal soloist compositions are not going to be allowed
The performance time in each of the three categories must not exceed 30 minutes. The orchestras will exchange on stage every 45 minutes. 
Each orchestra will have to send the organizer three copies of sheet music of the composition of choice by March 10th 2012.

3.1. b)
The obligatory category D

a) Orchestras are playing one composition that is written by their country author
b) Orchestras are playing march composition that is written by middle Europe author, our recommendation is author from classic Austrian-Czech repertory
c) Orchestras are playing one composition that is modern music like pop, jazz and other.

Every orchestra will have three minutes to equalize their instruments and playing of music will start at the signal of the jury. Each orchestra has to send three copies of the compositions of  category D to the organizer of the festival by March 10th, 2012.

3. 2. Voluntary part


The second part of the festival, which is not obligatory for orchestras, consists of a half hour performance on a square or a market place in the city of Split. Wind music orchestras do not need to perform in this  part of the festival if they do not want to.

4. Elements of evaluation
The performances will be evaluated by these criteria:

1. Overall impression
2. Music expression
3. Articulation
4. Performance technique
5. Measure and metric
6. Performance dynamics
7. Performance pace
8. Tone equalizing of orchestra
9. Music expression
10. Interpretation and style


Judges will give 10 maximum points for every element. The evaluation is next:
10 = „excellent, very good, good, satisfactory, unsatisfactory“
9 = „very good“
8 = „good“
7 = „satisfactory“
6 = „unsatisfactory“

Each judge can therefore award maximum 100 points. The sum of all individual points given by five members of the jury will be divided by five in order to come up with the final amount of points for each orchestra.


5. Jury

The jury has an international character and is appointed by the organizer of the festival. It consists of three to five members. Conductor can be a member of the jury, but may not participate in the evaluation of the categories of his orchestra. Orchestras do not have any rights to complain at judge’s decision.


6. Awards and prizes

During the Award giving ceremony, each orchestra will be proclaimed with their achieved place and the final number of points won at the contest. At that time the orchestras will be awarded with these awards:

90,1 – 100 points: „achieved a great success at the festival“
80,1 – 90 points: „achieved very good success at the festival“
70,1 – 80 points: “achieved a good success at the festival»
60 – 70 points: „participated in the festival “

For the first three orchestras will be in each category to assign the following awards:

1. Place: Golden plaquetes and awards A from Sponsor
2. Place: Silver plaquetes and awards B from Sponsor
3. Place : Bronze plaquetes and awards C from Sponsor


The awards, which will be divided by the sponsors will be published on 25.10.2012 on our website. Apart from that, there will be one award given for the best interpretation of the obligatory composition by an orchestra. In all four categories there will be one joint cumulative award for the best conductor. Each orchestra will receive one award depicting their achievement at the festival and one short written statement from the jury stating their opinion and possible remarks linked to their overall performance


7. Application

To be able to participate, each orchestra has to send to the organizer the exact documents stated below, by February 25th 2012:
1. Officially signed and approved application form
2.Complete list of all performing musicians stating their position in the orchestra (see article 2)
After receiving the application form, the organizer will send an enclosed invitation by which the orchestras place at the festival will be reserved. Because of the limited number of orchestra places, please send your request for application as soon as possible. In order for the application to be validated, the wind music orchestras have to send to the organizer these requested data by February 29th, 2012:

1. Name of the composition and the composer of the introductory composition
2. Sheet music of the composition of choice
3. Current photo of the orchestra
4. Description of the orchestra
5. The approximately number of the participants (including accompanying persons that do not themselves participate in the contest) in order to be able to reserve the hotel rooms


8. General regulations

All orchestras will receive the list of other participating orchestras one week before the start of the festival. The program booklets of the festival will be distributed at the start of the festival.
All participants who are coming from abroad can also come earlier or stay a bit longer after the end of the festival itself. The price of such an arrangement can be furnished by the organizer of the festival.
During the festival, orchestras are not entitled to monetary claims from the organizer. The Organizer can not be responsible for possible theft, damage to the instruments, clothing or any items of value that are owned by the orchestra.
Organizer will take rights for all audio and video tracks from the festival. The organizer has right to not include or disqualify orchestras that do not follow the propositions of festival.
